Dr. Mohammed Ibrahim Al Dhaheri is a senior Emirati diplomat who serves as Deputy Director-General of the Anwar Gargash Diplomatic Academy. Since February 2026, he has served as Advisor in the Office of the Minister of Foreign Affairs, with the rank of Minister Plenipotentiary, providing strategic counsel on institutional planning, foresight, and the advancement of the UAE’s foreign policy priorities.
Between 2018 and early 2026, Dr. Al Dhaheri held successive senior leadership roles in strategy and policy planning at the Ministry of Foreign Affairs, culminating in his appointment as Director of the Strategy and Future Department. During this period, he played a central role in shaping the Ministry’s strategic planning frameworks, strengthening institutional performance, and advancing governance coherence across the diplomatic network. These efforts contributed to the Ministry being recognized as the Leading Federal Entity under the Mohammed bin Rashid Government Excellence Awards in both 2022 and 2024.
In 2024, he was awarded the Prime Minister’s Medal for Distinguished Leadership in the Directors category, in recognition of his contribution to advancing strategic management and institutional excellence at the federal level.
Prior to his diplomatic tenure, Dr. Al Dhaheri served at the Ministry of Interior from 2010 to 2018, where he contributed to national initiatives related to strategy formulation, policy design, and organisational development; experience that built his grounding in federal governance and inter-ministerial coordination.
Dr. Al Dhaheri holds a PhD in Management and Strategic Foresight and has completed specialised postgraduate studies in strategy, innovation, diplomacy, and human resource development during his academic training in London. He is currently academically affiliated with the University of Oxford in the field of International Human Rights Law.
He has undertaken advanced executive education at Harvard Business School, the University of California, Berkeley, Duke Corporate Education, and Ashridge Hult International Business School, through the Mohammed bin Rashid Center for Leadership Development and the UAE Government Leaders Programme.
Since 2025, Dr. Al Dhaheri has served as a member of the Advisory Council of the College of Public Policy at the University of Sharjah and regularly participates in international policy dialogues and forums focused on foresight and diplomacy.
Dr. Al Dhaheri represents a generation of Emirati leadership distinguished by institutional discipline, analytical depth, and a steadfast commitment to public service. Beyond his professional career, he is an avid collector with a deep appreciation for art and cultural heritage.
