Dr. Mohamed Alshamsi

Dr Mohammed Al Shamsi has a distinguished career spanning more than 35 years with Dubai Police, during which he held a number of senior leadership roles. Most recently, he served as Deputy Director of the Dubai Police Academy (2014–2023) and subsequently as Director of the Centre for Future Foresight (2023–2024), before his retirement.

Dr Al Shamsi is a lecturer and specialist in administrative law and is the first Emirati to specialise academically in this field. He holds a PhD from the University of Sheffield in the United Kingdom and progressed through the academic ranks to Associate Professor of Administrative Law, alongside his senior administrative responsibilities.

He has contributed extensively to legal education and research, delivering specialised lectures and publishing a number of studies, and has provided legal advisory input on key legislation at the Dubai Government level. Dr Al Shamsi has chaired several professional bodies, including the Emirates Association of Lawyers and Legal Professionals and the Coordination Association between Professional Associations in the UAE, and served as Chair of the Geneva Centre for Human Rights and Global Dialogue, based in Switzerland.
