1. Job Objective

Facilitate the development and implementation of strategic planning, performance management, Excellence, and organisational development activities at AGDA as Directed by the Strategy and Future Director and Senior Management.


2. Key Responsibilities/Duties 

Strategy and Planning

  • Contribute to the development and implementation of AGDA strategic plan and departments’ business plans.
  • Ensure implementation of comprehensive corporate performance management system.
  • Ensure implementation of continuous organisational improvements for all departments in the academy.
  • Ensure all work is conducted within the determined budget and as per the approved policies and procedures.


  • Contribute to the development and update of AGDA’s strategic plan including the review of vision, mission, values, and strategic goals.
  • Contribute to the cascade and regular review of departments operational plans including the identification of initiatives, activities, descriptions, responsibilities, and timelines.
  • Participate in detailing the initiatives and activities to identify required resources and associated risk.
  • Ensure the alignment of strategic and operational plans with UAE government directions, AGDA’s leadership aspiration, and strategic stakeholders needs.
  • Participate in reviewing the academy’s structure and ensure its alignment with the overall strategy, in coordination with relevant departments.
  • Prepare and review annual and quarterly performance reports on the progress of department’s initiatives and KPIs.
  • Apply the methods and mechanisms of shaping the future.
  • Manage the process related to Sheikh Mohamed bin Rashid Government Excellence Award and internal excellence award and fulfil its requirements.
  • Look for and examine best practices to increase operational efficiency and improve various practices at AGDA.
  • Support the implementation and delivery of organisational improvement initiatives.
  • Ensure alignment and adherence of policies and procedures to the strategic plan and quality assurance framework at AGDA, in coordination with relevant departments.

People Management

  • Contribute to the delivery of strategy communication sessions and workshops with internal and external stakeholders, such as Board of Trustees meetings, Advisory Council meetings and AGDA Management meetings.
  • Participate in internal performance review meetings and workshops.
  • Work closely with department’s focal points to document details of the KPIs and initiatives to cover: name, description, timeline, weights, frequency, owner, and target settings.
  • Manage the process of data collection and analysis of department’s initiatives and KPIs.


3. Job Specification


  • Minimum Bachelor’s Degree in Business Administration or relevant field from a reputable/internationally accredited university.
  • Master’s Degree is ideal.

Relevant Experience

  • A minimum of five years of experience in Strategic Planning, Performance Management, Excellence, Quality Assurance, and any other relevant field


  • Knowledge and understanding of Strategic Planning, Performance Management, Quality, and Organisational Development
  • Strong analytical and organisational skills
  • Progress presentation skills
  • Risk management skills
  • Change management skills
  • Ability to work cooperatively with others
  • Ability to prioritise work on agreed deadlines
  • Excellent verbal and written English and Arabic skills
  • Computer literacy with professional experience in Microsoft Office
