Minister of State, UAE Member of AGDA’s Board of Trustees

His Excellency Khalifa Shaheen Almarar was appointed as the UAE Minister of State at the Ministry of Foreign Affairs and International Cooperation (MoFAIC), in February 2021. Prior to becoming the Minister of State, he served as Assistant Minister for Political Affairs at MoFAIC. His Excellency also served as the Director of the Department of International Organisations.

His Excellency Almarar has an extensive career as a distinguished diplomat, who represented the UAE in various key international forums and participated in bilateral meetings of regional and international organisations, since 1978.

His Excellency served as an Ambassador Extraordinary and Plenipotentiary of the UAE to the Republic of Turkey, during the period from 2016 to 2018. Prior to this role, he served as the Ambassador Extraordinary and Plenipotentiary to the Islamic Republic of Iran and Non-Resident Ambassador to the Republic of Armenia, from 1999 to 2009.

Previously, His Excellency was the Director of the Gulf Cooperation Council Affairs Department at MoFAIC, from 1995 to 1998, after serving as Ambassador Extraordinary and Plenipotentiary of the UAE to the Syrian Arab Republic, from 1990 to 1995.

From 1986 to 1990, His Excellency served as Deputy Director of the Arab World Department at the MoFAIC, after serving at the UAE’s Permanent Mission to the United Nations in New York, from 1982 to 1985. His Excellency also served at the UAE Embassy in Tokyo, from 1978 to 1981.

His Excellency Almarar holds a Master’s Degree in Political Economics from the New School for Social Research (NSSR) in New York, U.S., and holds a Bachelor’s Degree in Economy and Business Administration, from Sofia University, Japan.
